They straight up can't rule out that some of it got diverted for military stuff. And then there's Isfahan, where they've got uranium enriched to 60% sitting in a tunnel, satellite pics show regular vehicle movement around the entrance, but the inspectors are stuck watching from outside, unable to step in and see what's actually going on.
