building collapse weak construction

this building collapsed because it was never built to handle a quake. the floor slabs bend instead of snapping, which points to low-grade cement. concrete should break and leave torn rebar sticking out, but the whole thing just folded. the welding where the reinforced concrete columns meet the floor slabs is also sloppy. it clearly didn't meet seismic zone standards.
