    概要

    国際労働機関(ILO)は、187の加盟国から政府、雇用者、労働者を結集する、国連唯一の三者構成機関です。1919年にベルサイユ条約の一部として設立され、20世紀に設立された国際機関の中で最も長く存続しています。その憲章は、「世界の恒久平和は社会正義に基づく」という力強い主張で始まります。ILOは国際労働基準を設定し、政策を策定し、すべての女性と男性のためのディーセント・ワークを促進するプログラムを実施しています。

    ILOの独自の構造は、政府と並んで労働者と雇用者の代表に平等な発言権を与えています。毎年開催される国際労働会議は、各国の労働法の基準となる条約と勧告を採択します。3年ごとに選出される理事会は、議題と予算を決定します。ジュネーブの国際労働事務局は常設事務局として機能し、世界中の40のフィールドオフィスに約3,400人のスタッフを擁しています。現事務局長は2022年に就任したGilbert F. Houngboです。

    ILOの活動は、児童労働、強制労働、労働安全、社会的保護、団体交渉、労働移住など、幅広い問題をカバーしています。設立以来、190の条約と206の勧告を採択しています。また、調査研究、報告書の出版、ディーセント・ワーク国別プログラムを通じた加盟国への技術支援も行っています。1969年、ILOは国家間の友愛を促進し社会正義を確保する努力によりノーベル平和賞を受賞しました。

    ミッション

    ILOの使命は、社会正義と国際的に認められた人権及び労働権を推進することにより、すべての女性と男性のためのディーセント・ワークを促進することです。完全かつ生産的な雇用の達成、社会的保護の拡大、三者構成主義と社会的対話の強化、そして結社の自由、団体交渉権、強制労働・児童労働・差別の撤廃を含む仕事における基本的原則と権利の確保を目指しています。

    歴史

    ILOは1919年10月、パリ講和会議からベルサイユ条約の一部として設立されました。Samuel Gompersが率いる委員会によって起草された当初の憲章には、労働は商品ではないという原則が組み込まれていました。最初の国際労働会議は1919年10月にワシントンD.C.で開催され、労働時間、失業、母性保護などの問題を扱う6つの条約を採択しました。ILOは1946年、国際連盟の解散後、国連の最初の専門機関となりました。

    1944年、ILOはフィラデルフィア宣言を採択し、その目的と目標を再定義し、人権と社会正義を強調しました。この宣言は現在もILO憲章の一部です。冷戦中、ILOは政治的緊張を乗り越え、1977年から1980年までの米国の一時的な脱退を含む困難に対処しました。1998年の「仕事における基本的原則及び権利に関する宣言」は、加盟国に対し、批准の有無にかかわらず中核的労働基準を尊重することを義務付けました。最近では、ILOはグローバリゼーション、気候変動、デジタル変革の文脈におけるディーセント・ワークの促進に焦点を当てています。
