The signatories included Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom, and the United States. They sought a security guarantee against the Soviet Union, which had just tested its first nuclear weapon and blockaded Berlin. The first Secretary General later summarized the goal as keeping the Soviets out, the Americans in, and the Germans down.
By 1951, the military machine was running under General Dwight D. Eisenhower at Supreme Headquarters Allied Powers Europe (SHAPE). The alliance expanded quickly with Greece and Turkey joining in 1952 and West Germany entering in 1955, prompting the Soviet Union to form the Warsaw Pact. France withdrew from the integrated military command in 1966, forcing SHAPE to move from Paris to Mons, Belgium. Spain joined in 1982, and after the Cold War ended, the focus shifted eastward.
The 1990s brought new conflicts. Poland, the Czech Republic, and Hungary joined in 1999, followed by seven more Eastern European countries in 2004. That same year, NATO conducted its first combat operations in Kosovo without UN Security Council authorization. The attacks on September 11, 2001, triggered the first invocation of Article 5, leading to the mission in Afghanistan. Russia's annexation of Crimea in 2014 forced a renewed focus on collective defense in the Baltics. Finland joined on April 4, 2023, marking the 74th anniversary of the original treaty, and Sweden completed the northern flank in March 2024.
